Volyn Customs Strengthens Post-Clearance Control: What It Means for Business and Logistics
In 2025, Volyn Customs significantly expanded the use of post-clearance control tools. The results highlight a clear trend: customs supervision in Ukraine is increasingly shifting from border formalities to in-depth analysis after goods have already been released into free circulation.
Volyn Customs serves the following freight border crossings:
-Yahodyn - Dorohusk - international road border crossing focused on cargo and commercial traffic.
-Ustyluh - Zosin - international road border crossing used for freight transport.
According to official data, additional analysis was applied to 253 customs declarations during the year, with procedures completed for 248 of them. Violations were identified in 215 cases - 87% of all reviewed declarations. This figure reflects not only stricter oversight but also recurring compliance issues among foreign trade operators.
The most common violations included incorrect classification of goods under the Ukrainian Commodity Classification (UKT ZED), undervaluation of customs value due to incomplete cost components, and unjustified use of tax exemptions. As a result of post-clearance reviews, businesses paid UAH 6.35 million to the state budget through voluntary settlements and tax assessment notices. This amount is 2.5 times higher than in 2024, underlining the growing effectiveness of post-customs audits.
Documentary desk audits remain another key pillar of post-clearance control. In 2025, Volyn Customs conducted 165 non-on-site documentary inspections related to compliance with customs legislation. These audits revealed violations totaling UAH 540.1 million. Actual budget revenues reached UAH 3.8 million, including UAH 1.97 million collected through repayment of outstanding tax debt.
Overall, post-clearance control measures implemented by Volyn Customs generated UAH 10.37 million in additional state budget revenues in 2025. For international traders and logistics providers, this sends a clear message: compliance risks no longer end once the cargo crosses the border.
