New export rules for agricultural products – What does business need to know?

A working session was recently held at the Ministry of Agrarian Policy and Food of Ukraine, bringing together government representatives, customs and tax authorities, the Ukrainian Grain Association, and leading agribusinesses. The discussion focused on implementing the government’s newly introduced export assurance regime for selected agricultural commodities and on facilitating rapid market adaptation to the updated requirements.

Among the main points addressed were the automation of VAT invoice registration, ensuring transparent and accessible information on export limits, enhancing operational processes under the new export regime, setting minimum forward contract prices, as well as establishing clear criteria for inspections and limit calculations.

Deputy Head of the State Customs Service, Vladyslav Suvorov, emphasized that customs clearance for agricultural product exports now operates around the clock. Designated contact persons are available at every customs office to assist exporters with declarations, the application of minimum prices, and technical matters.

Participants were also informed about the cancellation of the Odesa Regional Military Administration’s Order No. 19 dated August 18, 2023, which previously affected financial procedures during martial law.

Grain exporters expressed their support for measures aimed at increasing market transparency and implementing mechanisms that equally satisfy both state regulations and the interests of law-abiding businesses.
