EU Tightens Steel Imports: New Quotas Raise Pressure on Overseas Suppliers, Including Ukraine

The European Union is moving to strengthen protection for its steel market, with lawmakers agreeing on a much stricter import regime. Under the provisional deal, duty-free steel quotas will be reduced to 18.3 million tonnes per year - a 47% cut versus 2024 levels. Any volumes above that threshold would face a 50% tariff, double the current rate. The new framework is expected to apply from 1 July 2026 once formal approval is completed.

For European producers, the decision is meant to counter years of global steel overcapacity and mounting pressure from lower-cost imports. EU officials have pointed to weak capacity utilisation in the bloc’s steel sector, arguing that stronger safeguards are needed to prevent further erosion of domestic production and jobs.

For exporters outside the EU, however, the message is much tougher. Ukraine is among the countries likely to feel the impact. Despite its close political ties with Brussels, Ukrainian steel would still fall under the general safeguard framework rather than receive a blanket exemption. That comes at a difficult moment, as the sector is already adjusting to CBAM-related costs and compliance pressure. Industry research published in 2026 indicates that Ukrainian steel exports to the EU were already under strain in the first months of the year, with carbon-border rules adding another layer of uncertainty for producers and traders.

For manufacturers, traders, and cargo owners, this is more than a tariff update. It is a sign that planning for Europe now requires tighter control over contracts, customs strategy, and freight execution.
