Customs Integration in Action: Ukraine and Northern Europe Unite for Transparent Borders and EU Standards
On March 24, 2025, Kyiv hosted a historic high-level meeting of customs leaders from Ukraine, Denmark, Iceland, Norway, Finland, and Sweden. The event marked a new chapter of long-term cooperation aimed at aligning Ukraine’s customs system with European standards and strengthening mutual security and trade transparency.
Supported by the EU Advisory Mission (EUAM), the meeting focused on advancing administrative collaboration, harmonizing customs legislation, and exchanging best practices between Ukraine and Northern European countries.
Transforming through Unity
Serhii Zviahintsev, Head of Ukraine’s State Customs Service, presented a bold reform plan that includes institutional development, digital transformation, legislative harmonization, and advanced customs enforcement strategies.
“We’re close to finalizing an updated Customs Code fully aligned with the EU model. This is a crucial step in Ukraine’s path to integration into the European customs space,” said Zviahintsev, expressing gratitude for the Nordic countries’ unwavering support.
Scandinavian Support and Expertise
Sami Rakshit, Director General of Finnish Customs and head of the visiting delegation, praised Ukraine’s resilience: “You are not only navigating the impact of war but also investing in growth. That’s truly inspirational.”
Delegates from Sweden, Iceland, Norway, and Denmark were particularly impressed by Ukraine’s ability to maintain customs functionality and cybersecurity amid full-scale conflict. Ukraine's success in protecting sensitive commercial and military data stood out as a benchmark in modern crisis management.
Enforcement Status – A New Milestone
Discussions also centered on granting Ukraine’s customs service law enforcement authority, a move that would empower it to combat customs offenses and economic crime more effectively. Nordic countries shared valuable insights based on their own legal frameworks.
Data as the Backbone of Trade Security
Ukraine continues to strengthen its capacity for real-time data exchange. Notably, consultations are underway with Finnish Customs on piloting the SEED+ platform, a digital solution enabling pre-arrival customs data sharing. If successful, the model could expand across Northern Europe.
