Starting August 22, 2024, new regulations in Ukraine mandate fees for customs formalities performed outside the location or regular working hours of customs offices. Fees are established by a 2003 Cabinet of Ministers decree. However, exemptions apply until April 19, 2025, for specific types of cargo, including humanitarian aid, transit goods, goods moved by non-profits for donation to Ukraine’s Armed Forces, and goods with customs simplifications for authorized businesses.
After April 19, 2025, these exemptions remain but will also extend to companies using special customs procedures, such as “release at location” and the statuses of authorized consignors and consignees. These updates are aimed at facilitating essential shipments and easing procedures for humanitarian and defense-related goods during the martial law period.
