To address this, the Association of International Freight Forwarders of Ukraine (AMEU) has submitted a package of proposals to Deputy Prime Minister Oleksii Kuleba - urging reforms to streamline cargo clearance and boost competitiveness.

AMEU proposes a full audit of procedures at maritime checkpoints to identify pain points and create targeted solutions:
On-site audits of customs and inspection steps
Benchmarking time, cost, and stakeholder involvement at each port
A proposal package to cut expenses and reduce delays

AMEU recommends a comparative analysis across all ports to level the playing field and create unified conditions.
3. Macroeconomic Impact
Inefficient port logistics affect:

The global competitiveness of Ukrainian producers
The proposals include:
Researching the link between port efficiency and national economic performance
Creating a monitoring and evaluation framework
