Ukraine’s Danube Ports Are Losing Cargo Flow – But Their Strategic Role Remains
Ukraine’s Danube ports, which became one of the country’s most important logistics alternatives during the most difficult periods for export and import flows, are now facing a gradual decline in cargo volumes. The key reason is the stronger recovery of the Greater Odesa ports, where many shippers are returning due to larger capacity, established infrastructure, and more convenient access to export routes.
According to industry data, the decline in Danube cargo traffic has been visible for several years. In 2024, Ukrainian Danube ports handled 17.4 million tonnes of cargo. In 2025, this figure dropped to 8.9 million tonnes. For 2026, the forecast is even more cautious - around 5 million tonnes. For the ports of Reni, Izmail and Ust-Dunaysk, this creates a serious operational challenge, as stable cargo flow is essential for maintaining staff, infrastructure, equipment and readiness for future demand.
However, it would be wrong to describe the Danube route as losing its importance. These ports have already proven their value as a strategic backup corridor for Ukraine’s economy. In logistics, backup capacity matters. Businesses need several working options - sea ports, road transport, rail connections and combined routes - because market conditions, infrastructure access and security risks can change quickly.
That is why the Ukrainian government is considering measures to support the Danube cluster. Among the proposed steps are unified management of Danube ports, tariff incentives, preferential rail transportation to Reni and Izmail, and further investment in port infrastructure, fleet, protective systems and specialised equipment.
