A delegation from the State Customs Service of Ukraine and the Ministry of Finance recently completed a three-day visit to Poland. The visit aimed to explore the technical and functional architecture of Poland’s customs systems and exchange experiences in aligning customs legislation with EU standards.
Key discussion topics included:
- Drafting a new Customs Code for Ukraine based on the EU Customs Code.
- Implementing Law No. 3977-IX (September 17, 2024), addressing customs service operations and personnel certification.
- Advancing the digitalization of Ukraine’s Customs Service systems.
The Polish side shared insights into their transition to modern IT systems, highlighting the benefits of outsourcing and effective management of digital solution development. In return, the Ukrainian delegation presented its 2024 achievements, including the Customs Decision Management System and the Centralized Customs Clearance System.
Plans aligned with the 2024–2026 Strategic Digitalization Plan were also discussed, particularly the implementation of the updated NCTS Phase 6 transit system.
“European integration is our key priority. The European Commission has recognized Ukraine’s progress in developing customs IT systems and legislative harmonization. By gradually adapting our national IT infrastructure, we aim to achieve interoperability with the EU customs system,” emphasized Oleg Nikolaychuk, Deputy Head of the State Customs Service for Digital Development.
We wholeheartedly support these essential changes and are actively contributing to their implementation. Our goal is to make Ukraine's customs system modern, efficient, and ready to meet the challenges of European integration.
