Ukraine’s 2026 Budget: ₴14 Billion to Boost Transport

Ukraine is putting transport at the center of its recovery strategy. The draft budget for 2026 sets aside more than ₴14 billion (approx. €325 million) for road, rail, aviation, and river infrastructure.

Key allocations

Roads – ₴12.6 billion from the general fund and ₴257.7 million from the special fund to repair damaged highways and expand freight routes.
Railways and TEN-T integration – co-financed with EU funds, Ukraine will build new sections of the European 1435 mm gauge, opening direct rail access to EU markets without time-consuming border transshipments.
Civil aviation – ₴827.9 million for operators of essential aviation infrastructure.
River transport – ₴39 million from the general fund and ₴180.5 million from the special fund to develop inland waterways and upgrade ports.

For companies, this translates into stronger and faster road links, smoother rail corridors to the EU, and better options for multimodal transport. The rollout of European-gauge lines is particularly important for supply chains that depend on predictable schedules and cost efficiency.

The final budget will be approved by Parliament, but the priority is already clear: transport remains a cornerstone of Ukraine’s recovery and international integration.
