Ukraine suspends export of fuelwood and unprocessed timber to secure energy supply

Amid the challenging energy situation and the need to ensure adequate fuel resources for households and critical infrastructure, the Cabinet of Ministers of Ukraine has decided to suspend exports of certain types of timber.

On October 31, 2025, the Government amended Resolution No.1481 of December 24, 2024, introducing a “0 cubic meter” export quota for:

Fuelwood (logs, billets, branches, chips - codes 4401 11 00 00; 4401 12 00 00; 4401 21 00 00; 4401 22 10 00; 4401 22 90 00);
Unprocessed timber (except pine) under commodity code 4403.

Effectively, export of these categories is suspended.

Purpose of the measure

This decision aims to maintain energy stability, ensure adequate fuel supply for the heating season, and support Ukraine’s life-support systems during martial law.

By limiting raw timber exports, Ukraine seeks to prioritize domestic demand, particularly for heating networks, hospitals, schools, and other essential facilities.

Impact on businesses

Exporters of wood, chips, and fuel materials will need to adjust export plans and logistics strategies.
At the same time, domestic manufacturers and processors can benefit from higher availability of raw materials to expand value-added production - pellets, furniture components, glued beams, etc.
