Ukraine Moves Closer to EU Customs Union: Key Milestones and Ambitious Goals Unveiled
Ukraine continues advancing on its European integration path — and customs alignment has become a top priority. During the Ukrainian Transport Forum 2025, held on June 10 in Odesa, Deputy Head of the State Customs Service, Vladyslav Suvorov, outlined Ukraine’s roadmap for joining the EU Customs Union and highlighted the progress already made.
> “The EU is, first and foremost, a customs union. Without establishing that foundation, Ukraine cannot fully progress toward EU accession. That’s why our mission, together with the Ministry of Finance, is to build this foundation — and we’re already seeing the results,” Suvorov emphasized.
Highlights of Ukraine’s Customs Progress:
🔹 Top-tier EU recognition: In 2023, Chapter 29 "Customs Union" received one of the five highest assessments by the European Commission. In 2024 — it ranked #1 among all candidate countries.
🔹 Legislative harmonization: On April 19, 2025, a package of laws came into force, aligning Ukraine’s customs brokerage, authorization procedures, and simplifications with EU regulations.
🔹 New Customs Code in progress: 15 working groups are drafting a revised Ukrainian Customs Code modeled after the EU’s.
🔹 Digitalization in action: The automated customs clearance system “ASMO Center” is already being tested at road checkpoints and postal facilities. A separate IT module is in development for maritime entry points.
🔹 Technical modernization: With support from international partners, Ukraine has received cargo scanning systems, baggage x-ray stations, detectors for explosives and narcotics, and weight control tools.
🔹 Integrated control system underway: Ukraine plans to unify all customs control mechanisms — including body cameras, scanners, scales, and data terminals — into one seamless digital platform.

Logistics professionals, forwarders, and port operators used the forum to raise critical questions about customs procedures and integration of new services. The Customs Service provided direct answers and confirmed its readiness to engage with business and co-create an efficient, transparent system compatible with EU standards.
