Ukraine Customs to Reform Delivery Point Rules: New Opportunities for Logistics Operators
The State Customs Service of Ukraine has announced a draft regulation that could significantly impact logistics operations across the country. The proposed changes — part of a modernization initiative under the Ministry of Finance — are designed to align national customs procedures with the EU Customs Code.
Based on the updated Article 200 of Ukraine’s Customs Code (as amended by Law №3926-IX, dated August 22, 2024), the draft regulation introduces a new framework for:
- Opening and closing customs delivery locations.
- Mandatory establishment of customs control zones at each delivery point.
- A formalized decree format issued by customs authorities for any change of status.
- Infrastructure requirements including surveillance systems, fencing, and documentation systems.
- Approval procedures for delivering goods to alternate destinations.
- An official list of items eligible for such alternate deliveries.
- The revocation of the outdated Ministry of Finance Order №646 from 2012.
