Ukraine and the European Commission have extended the EU–Ukraine Road Transport Agreement until 31 March 2027, keeping all business conditions unchanged.

Stable Rules Until 2027
Carriers continue to operate under the same framework:
A special windshield sticker; A valid transport licence; Standard cargo documentation. No new restrictions or additional permits are introduced.
Reforms Ahead - Pathway to Permanent Liberalisation
The EU will review the agreement in 2026. To keep it beyond 2027, Ukraine must complete several reforms:
Business reputation standards - legal basis adopted; mechanism under development. Certified transport managers - professional qualification will become mandatory. Smart tachographs - required for all trucks newly registered in Ukraine starting 1 July 2026, regardless of age or emission class. Tachograph cards and service will be launched in October 2025.
