Reforming Ukraine’s Customs Service: Building a Transparent, Digital, and EU-Integrated Future
Ukraine’s customs transformation is accelerating - and it’s not just about new laws or systems. It’s about redefining how trade operates between Ukraine and its European partners. Under the 2024–2030 Customs Transformation Plan, developed jointly with the European Commission, IMF, and the EU4PFM programme, the country is taking tangible steps toward transparency, efficiency, and full alignment with EU standards.
During the latest Steering Committee meeting, officials from Ukraine and international institutions confirmed their shared commitment to supporting this modernization process - a key milestone on the road toward #EUIntegration and sustainable trade growth.
> “We continue to implement the National Revenue Strategy until 2030, aligning Ukrainian customs legislation with EU law. But beyond having a plan, it’s crucial to have the resources and support to make it work - and we are grateful to our partners for that,” said Vladyslav Suvorov, Deputy Head of the State Customs Service.

According to Suvorov, the reform is not just a policy document - it’s a roadmap for deep transformation. Over the past two years, Ukraine has already achieved progress in legal harmonization, anti-corruption initiatives, and the introduction of advanced digital tools that bring customs operations closer to EU models.
The plan’s key priorities include:
Strengthening customs’ law enforcement and control functions;
Reinforcing anti-corruption measures;
Modernizing HR and management systems;
Accelerating digitalization across all customs processes.
Oleksandr Moskalenko, Director of the Customs Policy Department at the Ministry of Finance, emphasized that this reform acts as a strategic coordination framework, ensuring all stakeholders - from government agencies to international donors - move in the same direction.
At the latest session, the Steering Committee approved three core documents to define the next phase of modernization:
1. The updated Customs Reform Plan (2024–2030), aligned with the National Revenue Strategy;
2. A new set of KPIs to monitor implementation;
3. A Change Management Concept, developed with EU4PFM and IMF experts.
Representatives of the European Commission and IMF praised Ukraine’s progress and confirmed readiness to continue supporting reforms. Jurgita Domeikiene, Head of EU4PFM, highlighted that the Ukrainian team demonstrates consistency and focus - from drafting a new Customs Code to building IT systems that enable data-driven decision-making.
