Ukraine has announced new updates to its eQueue border-crossing system, which regulates the flow of trucks before entering checkpoints. Deputy Minister Serhii Derkach stated that the updated rules will take effect starting 24 November, introducing clearer discipline for queue management.
Key Update: Limited Extensions
The system will now allow only one queue-time extension per truck every 60 days. The available options - 4, 6, 8 or 10 hours - remain unchanged.
The aim is to ensure that extensions are used only when genuinely needed, such as breakdowns or unforeseen delays, rather than for shifting the entry time to avoid night or weekend arrivals.
Penalties for Repeated Violations
A truck may be temporarily blocked from creating a new queue entry for 14 days if it repeatedly disrupts the system. Suspension applies when:
the queue is cancelled twice in a row at the “entry to checkpoint” stage;
the truck fails to arrive twice in a row;
the queue is cancelled twice within 30 days less than 24 hours before the entry window.
According to the Ministry, this discipline is necessary due to excessive misuse: in October alone, there were 25,000 cancellations, with over 22,000 initiated by users - often empty trucks reserving slots “just in case”.

Carriers reacted critically, noting that the main bottleneck remains physical capacity at checkpoints. As one driver commented, even with an assigned slot, trucks often spend 6–8 hours waiting on the approach road due to congestion. Working-hours regulations also remain strict, and drivers risk fines for delays beyond their control.
