Finland Tightens Cabotage Control: Stricter Rules for Foreign Carriers
Finland is preparing stricter supervision of cabotage operations, potentially limiting access to its domestic freight market for foreign carriers. According to 40ton.net, authorities believe official figures underestimate the real scale of activity.
Data from Eurostat shows cabotage represents just 0.5% of Finland’s total tonne-kilometres, with only three illegal cases recorded in 2025. However, regulators suspect the true share may be significantly higher. In Sweden, by comparison, cabotage accounts for around 4% of the market, with hundreds of violations detected annually.
Discussions between the National Police Board and industry representatives began in December. Proposed measures include the use of national transport registers and potential vehicle immobilization - including wheel clamping - until fines are fully paid. Current penalties remain at €5,000 per illegal operation and up to €25,000 for repeat offences.
Across Europe, enforcement is becoming more digital and data-driven. Spain has already introduced mandatory digital documentation for domestic freight, including cabotage operations.
