EU to End Duty-Free Trade for Ukraine: What’s Next for Business?

Starting June 6, 2025, the European Union will terminate the temporary suspension of tariffs and quotas for Ukrainian exports — a critical wartime support measure that has served as a commercial lifeline for many Ukrainian producers and freight companies.

The announcement, confirmed by EU Agriculture Commissioner Christoph Hansen, puts an end to the so-called “trade visa-free regime” introduced after Russia’s full-scale invasion of Ukraine.
> “The current measures will be terminated under any circumstances. The Council has made it very clear: there will be no extension,” — Hansen told the European Parliament (source: *Politico*).

📉 What Changes for Ukrainian Exporters?

From June 6, both preferential access and temporary trade restrictions will expire — affecting exports of poultry meat, eggs, honey, and other sensitive goods. A new system of tariff quotas is being prepared to replace the current unlimited access. While not as generous, EU officials say the revised framework will still be more favorable than the pre-war free trade agreement.

There is ongoing discussion about keeping trade preferences for critical sectors like steel. That may offer a lifeline to some major Ukrainian exporters, but overall, the shift will require rapid strategic and logistical adaptation.

🔁 Towards a New Trade Chapter

The EU intends to revise Article 29 of the Association Agreement with Ukraine — aiming to build a more balanced and resilient framework that reflects current geopolitical and economic realities. Ukrainian exporters who can swiftly adjust their documentation, routing, and customs strategies will be best positioned to benefit from the transition.
